Confirm who may receive the birth certificate

South Carolina Vital Records issues certificates for births in the state from 1915 onward. The adult named on the record, a parent named on it, a legal guardian or the legal representative of one of those people may request a certified copy. For a deceased registrant, immediate family or their legal representative must include an original certified death record, not a photocopy. This is an authorized certificate service, not an unrestricted public name lookup.

All South Carolina vital-records offices can issue certificates for any South Carolina county. An Orangeburg birth can therefore be requested through the local office or another eligible state route. The issued version is a computer-generated long-form certificate; short-form requests stopped in January 2015. Ask the recipient whether additional authentication or another document is needed before choosing the number of copies.

Plan the Orangeburg visit using current office information

The Orangeburg County office is at 510 Louis Street, Orangeburg, SC 29115; call 803-533-5480. The current directory lists statewide hours of 8:30 a.m.–5 p.m. Monday, Tuesday, Thursday and Friday, and 9:30 a.m.–5 p.m. Wednesday. Check closures before travelling. The directory no longer labels Orangeburg as appointment-only; call to confirm whether an appointment is needed for your specific service, particularly a correction.

For an in-person ordinary copy, bring the completed birth application, valid government-, school- or employer-issued photo ID and the $17 nonrefundable expedited search fee, which includes one certified copy. Additional copies cost $3 each. DPH specifies exact cash, money order or cashier’s check payable to S.C. DPH for this route. Its average processing estimate is 30–45 minutes, with same-day service a goal rather than a guarantee.

Complete the application so the record can be found

  • Use the person’s full birth name, full date of birth and county of birth.
  • Provide the mother or parent’s full name before marriage and the father or other parent’s full name if listed.
  • State your relationship to the registrant, sign the request, and provide your current mailing address and daytime telephone number.
  • Give the complete name and address for delivery and include any proof needed for your legal authority to request the certificate.

A hospital’s registration of a newborn does not automatically send a certificate to the parents. An eligible requester still needs to place an order. DPH rejects mailed applications without proper identification, so check the ID copy and all required entries before mailing rather than assuming staff will process an incomplete submission.

Use the lower-cost mailed route when time allows

Mail the application, accepted photo-ID copy and $12 nonrefundable standard search fee to S.C. Department of Public Health, Vital Records Section, P.O. Box 2046, West Columbia, SC 29171. The fee includes one certified copy; additional copies are $3 each. Mail requests are accepted only at that post-office box, not at the Orangeburg counter address or the agency headquarters. Use the payment instructions on the current application.

DPH publishes an average four-week processing time for mailed requests, before allowing for delivery. Keep a copy of the application and payment reference. If you need a certificate sooner, compare an authorized expedited route before mailing; paying for faster shipping does not by itself shorten a routine mailed application’s processing.

Only people named on the certificate may use these online vendors or the telephone route. Use the links on DPH’s own page rather than an unapproved ordering site. Card payment is required and expedited shipping adds cost. The vendor may require an ID upload; VitalChek performs online identity verification and requires valid ID if that verification is unsuccessful. Check the final delivery choice and total before paying.

Treat a correction as a separate request

Ordering another copy does not correct an error. Tell DPH what is wrong and whether the mistake occurred when the birth was first registered or reflects a later legal change. DPH distinguishes an original-entry correction discovered within the first year from an administrative amendment requiring supporting evidence. It will determine the documents needed; do not alter the certificate yourself.

DPH’s current notice says most in-person amendments submitted at regional offices take one to two business days after central review, and court-ordered amendments can take up to two weeks. The ordinary 30–45-minute copy estimate should not be applied to this work. DPH also warns that adoption processing and other special requests can need additional time.

Follow up without purchasing a duplicate order

If no response has arrived within 30 days after submission, DPH says to request an update using the registrant’s first and last name, birth date and intended mailing address. Contact [email protected] or 803-898-3630 during its published weekday service hours; an after-hours request link is on the birth page. For a vendor order, also keep the vendor confirmation so the correct order can be traced.

Check the delivered name, birth date, parents and requested quantity before forwarding the certificate. If a field is wrong, ask about correction with the original order details; if delivery is missing, ask about that order’s status. Neither a search fee nor a confirmation number establishes that the requested certificate was issued or delivered.
